So, Constable Rust does the most work with the least amount of money and still finds extra resources to go above and beyond to protect the citizens while still not using all of his budget. I don't see mismanagement anywhere in here. As for the two running against him, you better do some better research before throwing stuff out there. You are already off to a bad start.
