Tyler native files notice for District 3 council seat
A new city council candidate hoping to represent District 3 in northwest Tyler filed his notice to do so on Wednesday.
Edward Don “Ed” Moore, 65, a Tyler native, announced his candidacy at the Tyler 1st steering committee kickoff meeting at the Rose Garden Center. Moore hopes to replace Ralph Caraway, who will not run again because of term limits.
Both Moore and Caraway serve on the steering committee.
Moore said he has lived in the northwest district his entire life and looks forward to serving that district.
“I want to try and help improve the quality of life for people who live in the district by improving housing and beautifying the community,” he said.
“The northwest area of town needs more hiking and biking trails and parks,” Moore said. “But it starts with getting more rooftops in the area, which can bring more restaurants and other development.”

He retired in 2007 after working at Goodyear Tire and Rubber in Tyler for 40 years. He has volunteered extensively in the community since then, serving for 12 years on the city’s Half-Cent Sales Tax Board, according to his biography.
Moore currently serves on the board of the Total Healthcare Center of Tyler, the Tyler Ravens Little League Football Association and the local chapter of the Texas A. Philip Randolph Institute, a civil rights organization.
“I endeavor to help promote entrepreneurship in District 3 as well as economic development in the African-American community,” Moore said.
When Moore worked for Goodyear, he served his colleagues in several key positions with the United Steel Workers union, serving on the union’s executive board for 12 consecutive years. He was the first African-American to hold the titles of president and vice president of the chapter, according to his biography.
He graduated from Emmett Scott High School in Tyler and attended Tyler Junior College. Moore and his wife Lillian have a son and a daughter and two grandsons.
