Winona hopes to continue restoration project

The city of Winona is looking for bidders to complete the second phase of its community center restoration project.

Mayor Rusty Smith said about a year and a half ago the city purchased an old justice of the peace office at 110 Dallas St., from the county and moved city workers' offices from its former location at 520 Dallas St.
Smith said the old location was a combination of city hall, council chambers and civic center, and moving to the new facility allowed more security for employees.

During the summer, the city gutted the interior of the building to create a 30-foot by 50-foot civic center. Smith said large tiles were laid down, the kitchen was renovated and walls were updated with a fresh coat of paint and trim. Smith said the renovations cost about $30,000.

“We are extremely proud of what we have done so far, (and we've gotten a lot of compliments …” Smith said. “(We) already had it rented out for a wedding and birthday parties, those kinds of things — people seem to really enjoy it.”

Now the city is focusing on the aesthetics of the painted cinder-block building.

Smith said the council wants to put natural rock on the bottom portions of the building and a stucco-like substance on the upper portions.

“We also recently purchased a house and lot next to the building — almost a acre of land — that we plan to take the house down and turn that into a community park to go along with the community center,” Smith said.

The city is considering adding picnic tables and some light playground equipment to the area.

Smith said the city hopes the outside restorations can be done for around $20,000. He said they have received one bid but is looking for a few more before awarding the project. He said he anticipates the project to begin after the first of the year.
