Deputy's Son Faces Criminally Negligent Homicide Charge

A Smith County grand jury indicted a sheriff's deputy's son Thursday on charges of criminally negligent homicide and failure to stop and render aid after he left the scene of a December traffic accident in which a man died.
Jared Stinecipher, 25, the son of Smith County Sheriff's Deputy Lt. Mark Stinecipher, was driving a 2000 Dodge Ram, which allegedly collided with Arthur Dewayne Murphy, 50, who died from his injuries after the accident in December 2011, according to the DPS report.
Murphy was driving eastbound in a 1992 Honda Accord when Stincipher's vehicle allegedly hit him at the intersection of Farm-to-Market Road 2767 and Farm-to-Market Road 757, the report stated.

Stinecipher allegedly left the scene and fled into the woods, touching off an hours-long manhunt, the DPS report stated. Murphy was transported to East Texas Medical Center, where he later died from injuries he suffered in the crash.
Stinecipher was arrested multiple times in 2011 on drug and other charges, according to the Smith County judicial website.

Smith County Sheriff's Chief Deputy Bobby Garmon said in December that Lt. Mark Stinecipher called him and said Jared Stinecipher had shown up at his house and was injured. “We also received information that his son might have been the one driving the vehicle in the crash,” Garmon said.
The elder Stinecipher transported his son to the hospital and Jared Stinecipher was taken to the Henderson County Jail afterward. Garmon said it is standard procedure for any relative of a Smith County deputy to be moved to another jail facility to prevent accusations of special treatment.
Officials at the Smith County Jail confirmed Tuesday that Jared Stinecipher was being held there without bond. When reached by phone on Tuesday, Garmon said he did not know why Jared Stinecipher was being held at the Smith County Jail and that Deputy Chief Gary Pinkerton was investigating the reason.
