Heggins Files To Oppose Washington For TISD Seat

Longtime Tyler ISD board member Therelee Washington now has an opponent in the single member District 3 race.
On Monday, the last day for filing, Howard Heggins, 33, a factory worker, filed to run for the seat.

Heggins could not be reached for comment on Monday.
Washington, 75, has been on the board for 16 years. He worked as principal at Bonner and Peete elementary schools and taught at Douglas Elem-entary before retiring after 37 years.

In addition to the District 3 seat, two other TISD seats are up for election, but only the incumbents have filed to run.

In District 1, Eleno Licea filed to keep his seat. Licea, 32, is president of the Licea Insurance Group in Tyler.

He was appointed to serve on the board in January 2009, after Gene Shull resigned in December 2008. Licea was the only person to file to run for the seat in a special election held last May. That election determined who would complete Shull’s unexpired term.

In District 6, Michelle Carr filed to keep her seat. Ms. Carr, 48, a homemaker, is in her second term, or sixth year, on the board.

Tyler Junior College also has three seats up for election. Three incumbents filed for re-election on the board, but no one filed in opposition.

Peggy Wagstaff Smith filed to retain her Place 1 seat on the board. Ms. Wagstaff, 54, has served on the board for 10 years. She was first appointed to fill the unexpired term of Dr. Sam Houston. A former teacher, she worked for Whitehouse, Garland and Tyler school districts as well as TJC, where she also attended school.

Clint Roxburgh filed for re-election to Place 2 on the TJC board. Roxburgh, 60, is in his sixth year on the board. Also a TJC alumnus, he is a certified public accountant and president of Henry and Peters, PC, a CPA firm.
In the Place 3 position, Dr. Joe Prud’homme is running to keep his seat. Prud’homme, 72, has served six years on the board. A surgeon, he is also a TJC alumnus.

The election is May 8.
