Troubled Teens Program Plans On Tyler Facility

The Eastview Nursing Center plans to build a 50-bed facility at their Front Street location to house children in the custody of Child Protective Services.

On Tuesday, Tyler Planning and Zoning Commission members approved a site plan amendment that will allow construction to move forward. The facility will be at 2902 E. Front St.

Officials with the Willow Bend program, who will operate the facility, said the program is designed to provide education and treatment to boys ages 7-17 with behavioral and psychological issues who are in CPS custody. Willow Bend is a state-licensed program, officials said, and the facility will serve boys from throughout the state of Texas.

The program has a facility in Longview, but their attempts last year to relocate to a larger building were met with community uproar. Residents near the proposed location voiced their opposition at a number of Longview City Council meetings and eventually asked state officials to prevent the move, saying they were concerned the troubled youths might escape the facility and get into their neighborhoods. The state eventually rejected Willow Bend's application to relocate its program to the proposed Longview location.

Willow Bend officials said they hope to be in their new Tyler location by January 2009.

In other business, Planning and Zoning Commissioners:

  • Approved annexation of 2.07 acres near the intersection of Three Lakes Parkway and Old Jacksonville Highway.

  • Tabled a zoning change request for 15.7 acres on South Broadway until Sept. 2.

  • Approved a site plan amendment for 3.99 acres near the intersection of Shiloh Road and Donnybrook Avenue for construction of five single-story office buildings.

  • Approved a Special Use permit renewal for 614 W. Houston St. to allow for a one-chair beauty salon.

  • Approved a zoning change request for 4556 Farm-to-Market 2813 to allow for an oil field drilling bit repair business.

  • Approved a zoning change request for 6.109 acres near the intersection of Broadway and Heritage Avenue to allow for construction of a Gold's Gym.

  • Approved a zoning change request for 2.155 acres at 2421 ESE Loop 323 to come into compliance with current zoning requirements.

  • Approved a zoning change request for 2.017 acres near the intersection of Old Noonday Road and Grande Boulevard to allow for construction of an office warehouse.

  • Approved a zoning change request for 903 E. Erwin to allow for construction of a restaurant.

  • Approved a zoning change request for 0.34 acres near the intersection of West 31st Street and Carter Avenue to allow placement of a single-family modular home.

  • Approved a plat for a 31-lot subdivision containing 15.192 acres near the intersection of Three Lakes Parkway and Dueling Oaks to create a single-family residential district.
